Safe online gambling includes knowing this sequence before you need it. If a withdrawal is sitting unpaid, the order you do things in matters more than the wording you use. Each step below creates the record the next step needs, and skipping one usually means being sent back to it. None of this is glamorous and none of it is fast.
- Contact support with the transaction ID, not the grievance. One message, the payment reference, the date and the amount, and a request for the current status of that specific withdrawal. Most holds are administrative and end here. Save the transcript either way.
- Send a written complaint to the operator citing the term it is relying on. Ask which clause is being applied and ask for it in writing. This is the step people skip, and it is the one that converts a chat exchange into a complaint the next body will accept. Give a deadline and keep the sent copy.
- Take it to the dispute body or licence issuer the operator's own terms name. Read the complaints clause and use that name. If the terms name an alternative dispute resolution service, that is your forum. If they name only the issuer, write to the issuer with the operator's licence number.

Be clear about where the ladder ends. For an offshore operator whose terms name no external body, step three is the top, and after that there is nobody with authority over the company. That is not a reason to avoid offshore sites, but it is the thing to weigh before you deposit rather than after, and it is why the complaints clause is worth two minutes at sign-up.
One last thing. Knowing your escalation route before you deposit is part of staying in control of the account, in the same way that knowing the wagering multiple is.
